This is a Rootsweb extract from the Lackawanna County Marriage Licenses Index:
Lackawanna created a master index book for Marriage Licenses. Every time a license was issued, an entry was made in the index book, and thus a log was created when the duplicate returns came back to the courthouse. The typical entry through 1904 would be "Gress, Charles 215 (year left blank) 1 223 1/14/1886" means that the license no 215 was issued to Charles Gress, recorded in (Marriage License) Vol. 1, page 223, and the return filed 1/14/1886. His marriage date may have been 1/8, and the application made on 1/4, but you don't know from the index. The date of return is not included on these pages. Between 1905 and the mid-1913s, the applicant was not asked for the names of parents unless consent was required. Brackets { } mean deceased at time.
The first index set, marked as index Vol. 1, was used from Oct. 1, 1885 to Dec. 31, 1916, and provides the index for 128 volumes of records.  The second set, Vol. 2, goes from Jan. 1, 1917 to Dec. 31, 1936 [vol. 129 to 249 of licenses]; set three to 1957, and set four to 1995.
