Even though passenger arrival records were intended to document foreign or alien immigrants coming into the United States, you will occasionally find U.S. citizens listed on the vessel manifests as well. In the 19th century records, they are much harder to locate, their names generally mixed together with the alien arrivals. You have to note their country of origin to determine any American-born passengers. In the 20th century passenger records, the task of identifying U.S. citizens becomes much easier. In the 1920s, immigration officials started using INS form 630, “List of U.S. Citizens,” which required ship captains to record the names of all native-born or naturalized Americans or citizens of territorial possessions of the United States arriving at a U.S. or territorial port from abroad...

Martin Scahill - SS Baltic - United States Citizen - Arriving At - Port Of New York

Even though passenger arrival records were intended to document foreign or alien immigrants coming into the United States, you will occasionally find U.S. citizens listed on the vessel manifests as well. Michael Scahill - SS Cairo - Passenger - Arriving At - Port Of Boston

Massachusetts officials started recording the names of immigrants who arrived by ship in January of 1848, a procedure which continued until July of 1891, when federal records-keeping programs superseded those of the state. Although immigrants arrived at numerous Massachusetts ports, the Archives holds manifests for BOSTON ONLY. These are arranged chronologically according to the date when the ship arrived in port. Ann Scahill - SS Hibernian - Passenger - Arriving At - Port Of Portland or Falmouth, Maine

The following is an extract from the US National Archives.

...Early records relating to immigration originated in regional customhouses. The U.S. Customs Service conducted its business by designating collection districts. Each district had a headquarters port with a customhouse and a collector of customs, the chief officer of the district.

An act of March 2, 1819 (3 Stat. 489) required the captain or master of a vessel arriving at a port in the United States or any of its territories from a foreign country to submit a list of passengers to the collector of customs, beginning January 1, 1820. The act also required that the collector submit a quarterly report or abstract, consisting of copies of these passenger lists, to the Secretary of State, who was required to submit such information at each session of Congress. After 1874, collectors forwarded only statistical reports to the Treasury Department. The lists themselves were retained by the collector of customs. Customs records were maintained primarily for statistical purposes...
